I understand it is very expensive to have a panda and costs millions of dollars to lease(?) them from the Chineese government. is this true?

Yes.  The Chinese government puts them on lease at a price of $1 million each.  Normally the zoo signs a contract for 8-12 years.  The DC zoo had them for 8 but I believe they got it extended.
