This is a good question. But maybe panda plenitude would eradicate the rareness? But I doubt that. I would say offhand the cost of keeping staff to treat the pandas, examine them, and they would have to be trained and educated. But also pandas eat bamboo and that can get costly in the amounts pandas consume (even baby pandas).

I would guess you would want two pandas, and then the panda baby comes after? Millions upon millions.
